This is a danmono
(a type of instrumental piece consisting of a number of sections, each
of 52 measures) composed in the 17th century by Yatsuhashi Kengyo. Its
title is derived from the fact that its sections have a slightly
different number of measures. A danmono begins slowly, builds up, and
finishes slowly.
